The Southeast Indy Quality of Life (QoL) Plan is a comprehensive, community-driven initiative focused on improving the lives of residents across the Southeast side of Indianapolis. Developed through collaboration between neighbors, businesses, and local organizations, this plan addresses key areas like housing, public safety, economic development, education, and health. It serves as a blueprint for creating lasting positive change and fostering vibrant, connected neighborhoods.
Current QoL Plan
In 2023, SEND led the merging of three existing plans—TANC Great Places, South Indy, and Southeast QoL—into one cohesive Southeast Indy Quality of Life Plan. This combined plan uplifts and advocates for all neighborhoods in the Southeast, while still honoring the unique voices and needs of the original plans.
The Southeast Indy QoL Plan is guided by input from residents and focuses on addressing community needs through strategic initiatives, neighborhood improvements, and sustainable development. SEND continues to convene quarterly meetings to ensure residents are actively engaged in the implementation and evolution of the plan.
History of the QoL Plan
Launched by the Local Initiative Support Corporation (LISC) in 2007, the original Quality of Life plans were created to bring together neighbors to address concerns in areas like housing, public safety, and economic development. Over the years, these plans have been instrumental in shaping some of the most cherished and recognizable spaces in Southeast Indy, including the Cultural and Pleasant Run Trails, Pacers Bike Share, Fountain Square Plaza, Garfield Park Farmers Market, and educational gardens like North Square and Bethany Community Gardens.
In 2022, neighborhoods updated their respective QoL plans to reflect community needs and goals. The Southeast Indy QoL Plan represents the culmination of this work, aiming to build a brighter future for all Southeast Indy residents.
